§ 15-2. Obstructing streets and sidewalks.

No person shall obstruct the free passage of persons or vehicles over any street, sidewalk or other public way by any means whatsoever, except pursuant to a permit issued by the city commission, and only in accordance with the terms of such permit and any conditions attached thereto.
